which it will be seen that the total estimated expenditure in 1892 on works already.

year up to 31st March last was $111,893, and that the outstanding liabilities at the same date amounted to $196,487. The due limito of expenditure have therefore
been largely
exceeded
already

excceded, and I conceive that
if a loan be not raised, it will be necessary at once to issue orders to stop all
expenditure
on works of construction. I should most
strongly deprecate the issue of such orders, inasmuch as some of the works will prove directly remunerative when completed, and the ultimate cost of their completion would in all cases be greatly
enhanced
by
their present
abandonment
